Southwest’s new policy changes align with TBR guidelines
By Tameka Perry, Esq.
In the last Policy Matters column, we discussed that there are instances when Southwest
policies must be revised to align with Tennessee Board of Regents (TBR) regulations.
Below are the links to one (1) new policy and four (4) updated policies, designed
to align with TBR guidelines. Southwest students and employees are encouraged to take
a moment to review these important policy revisions.
Delegation of Authority/Signature Authorization

The purpose of this policy is to establish which employees may sign documents on behalf
of other employees. A copy of a delegation form is attached as the last page of the
policy. The completed form must be submitted to the Office of the Chief Financial
Officer.
Refund of Registration Fees and Tuition

summer sessions and other short terms.
Faculty Compensation during Summer Session

For several years TBR has had a policy related to faculty compensation during summer
sessions, however, Southwest did not. Pursuant to TBR’s guidelines, this Southwest
policy was created and published in the College’s manual.
Outside Employment and Extra Compensation for Additional Assignments
5:01:05:00/48- Outside Employment
The original version of this policy was published in December of 2020. Revisions were
necessary to clarify guidelines for mini-terms and other periods shorter than a customary
semester.
Alternate Work Arrangements
5:01:01:20/49- https://www.southwest.tn.edu/policy/section5/5-01-01-20-49.pdf
TBR has had guidelines for alternate work arrangements for several years. During the
pandemic, Southwest developed its own policy using TBR guidelines as a basis. When
TBR recently updated its guidelines, it became necessary for the College to also make
revisions. Please take time to review the comprehensive policy if you are interested
in an alternate work arrangement. If you and your supervisor agree to an arrangement,
the form attached to the policy should be completed and submitted to the human resources
department.
